
Although not covered by the Independent Review, four of the non-financial restorative measures have been extended to pre-1967 veterans, based on the intent of the recommendations made by the Etherton Review, and the permanency and effect of the resulting restorative measures.
Veterans impacted by historic criminal and Service law prohibiting same-sex sexual activity can apply to have:
- Administrative Discharge Qualified
- Reduced rank/Commission restored
- Certificate of Service re-issued
- Former Officer only – Service details published in the The Gazette
The four restorative measures being extended are those which align with the Home Office Disregards and Pardons scheme and Defence’s medal restoration policy. This enables corrections to be made to individuals’ Service history regardless of whether they were impacted by historic law, or historic Defence policy relating to sexual orientation.
The restorative measures which will remain available only to those veterans of the Ban, serving between 1967 and 2000, are those which can be seen as symbolic of the apology from Defence for maintaining the Ban on homosexuality, despite changes in civilian law, and the acknowledgement that the policy, and its delivery, was wrong.
